Second Chance Education Program (SCEP)
The Second Chance Education Program (SCEP), implemented by EDA with technical and financial support from the Luminous Fund, provides accelerated learning for out-of-school children aged 9–14 in Akaki-Kality and Lemi Kura Sub-cities. Since 2020/21, the program has enabled children who missed school due to poverty, displacement, or migration to catch up academically through a 10-month curriculum covering Grades 1–3, using learner-centered, play-based methods with 25–30 learners per class in government primary schools.
During the reporting period, the program reached 1,287 marginalized children, trained 27 facilitators (17 female, 10 male) with ongoing supervision, and conducted weekly classroom supervision alongside three rounds of literacy and numeracy assessments. Parental engagement was strengthened through monthly meetings to improve retention and attendance, and struggling readers received targeted interventions.
Of 721 enrolled children (63% girls), 619 learners took placement exams and 94% were promoted to Grade 4. Literacy gains were significant: letter recognition increased from 2.3 to 48 letters per minute and word reading from 0.5 to 45.9 words per minute. Learners demonstrated increased confidence, classroom participation, and motivation. Collaboration with sub-city education offices further strengthened the integration of Second Chance and Accelerated Learning models within public schools.

- Quality Assurance: Maintained rigorous academic monitoring through weekly classroom supervisions and three distinct rounds of literacy and numeracy assessments.
Retention & Institutional Collaboration
- Parental Engagement: Held monthly parent meetings to strengthen student retention, improve daily attendance, and support targeted interventions for struggling readers.
- System Integration: Partnered with sub-city education offices to smoothly integrate Second Chance and Accelerated Learning models into the public school system.
