PEPE Project
With a USD 1.4 million grant from the Lego Foundation through the International Rescue Committee (IRC), EDA is implementing alternative learning pathways for out-of-school children (OOSC) in Amhara Region across North Shewa, North Wollo, and South Wollo Zones. EDA supports the Regional Education Bureau to deliver Accelerated Learning Program (ALP) Level I and Level II through materials printing, teacher training, and coaching, while piloting Community- and Home-Based Learning (CHBL) in areas with non-functional schools.
Key activities include training community facilitators to deliver quality accelerated learning; tracking attendance and learning outcomes across all implementation sites; engaging caregivers and community education forums to support children’s learning; and adapting teaching approaches to the needs of children in conflict-affected and displacement contexts.
The project is expected to reach over 12,000 out-of-school children, improving their foundational literacy, numeracy, and social-emotional learning skills while strengthening community-based learning models that provide sustainable, inclusive educational access for the most marginalized children in Amhara Region.

Strategic Collaboration & Curriculum Delivery
- Regional Education Partnership: Supported the Amhara Regional Education Bureau to deliver Accelerated Learning Program (ALP) Level I and Level II frameworks.
- Alternative Learning Pilots: Piloted localized Community- and Home-Based Learning (CHBL) systems to maintain educational access in conflict-affected areas with non-functional schools.
- Resource Management: Managed the printing of educational materials and oversaw structured teacher training and coaching models across North Shewa, North Wollo, and South Wollo Zones.
Community Engagement & Classroom Quality
- Facilitator Capacity Building: Trained community facilitators to deliver high-quality, accelerated foundational instruction.
- Accountability Systems: Implemented active tracking systems for student attendance and learning outcomes across all active implementation sites.
- Caregiver Mobilization: Engaged caregivers and community education forums to build stable support networks for children learning in displacement contexts.
