Second Chance Education Program (SCEP) Oromia Region
The Second Chance Education Program (SCEP), implemented by Emmanuel Development Association (EDA) with the technical and financial support of the Luminous Fund, provides accelerated learning opportunities for out-of-school children in Shegger City. Initially launched in the 2023/24 academic year, the program focuses on literacy, numeracy, and the creation of a supportive, child-centered learning environment for children who missed schooling due to poverty, displacement, migration, and other socio-economic barriers.
In 2025, the program enabled out-of-school children to re-enter the formal education system through an accelerated learning approach, strengthening foundational learning skills and facilitating their successful transition into government primary schools at appropriate grade levels. Continuous assessments, learner-centered methodologies, and strong collaboration with government education offices ensured quality learning and smooth integration into formal schools across Koye Feche, Gelan, and Kurajia Sub-Cities.
The program achieved a 95.28% promotion rate to Grade 4, reflecting effective academic catch-up. Facilitator performance was strengthened through continuous coaching, refresher training, and supportive supervision. Learners demonstrated improved confidence, classroom participation, and regular attendance, while strong partnerships with education authorities improved sustainability and institutional integration of the Second Chance model, building greater community trust in alternative learning pathways for out-of-school children.

Academic Catch-Up & System Transition
- High Promotion Rate: Achieved a 95.28% promotion rate to Grade 4, demonstrating highly effective academic catch-up for out-of-school children.
- Formal Re-Entry: Re-integrated marginalized children into the formal education system across three sub-cities (Koye Feche, Gelan, and Kurajia) at appropriate primary grade levels.
Instructional Quality & Classroom Success
- Facilitator Coaching: Strengthened teaching performance through continuous coaching, targeted refresher training sessions, and supportive classroom supervision.
- Student Growth: Improved student confidence, classroom participation levels, and regular school attendance using continuous learning assessments and learner-centered methodologies.
- Sanitation: Constructed two latrines at local school sites.
